If the neutral zone trap ever becomes bad enough that Chi, or healthy Pens and Wings can't get past their own neutral zone, you could always have some sort of zone defense penalty where icing is waived off until loss of possession. I still like making red line thicker before that. Rewarding a tie is stupid; soccer tie penalty is smart. If more than three players are on a 20ft thick redline for more than a few seconds, you waive off icing. Or trapping team has to reach opposition blueline at next possession is a quirkier rule if both sides Brodeur it endlessly. A 3rd faceoff dot between the circles would be another way to penalize the trap.
